bought an AC, email said delivered but I didn't received. Can be a scam?

Bought an portable AC and got tracking#. Yesterday I got email saying the package was delivered, but I couldn’t find it anywhere near my house. I called UPS and I was told the tracking# was tied to another address which they couldn’t reveal. I checked UPS delivery photo, I saw a very small box(cannot be AC) near someone’s door, definitely not mine or my neighbors. Seems like a so called “fake tracking # scam”? I messaged the seller, hours later he replied said he/she “logged the shipping discrepancy…..”, but didn’t say what was going on. I messaged again asking what the status is, never head back. Today I filed a claim on UPS asking for proof of mismatch shipping address, still waiting for the response. I checked ebay, press action “didn’t get item”, but it says need wait for another 2 days to file a request.
Over more than 10 years, this is the first time I had such an incident in Ebay purchasing, sad. I wonder what I am supposed to do now.

Mentor2 weeks agoHi @wxc1204-First: DO NOT FILE A CLAIM THROUGH EBAY THAT YOU DID NOT RECEIVE THE ITEM! If you do the seller will upload the tracking number and eBay will rule in their favor. Unfortunately, you have fallen prey to the False tracking number scam.
You need to get a document from the Carrier stating that the package was not delivered to your address and then contact eBay with that information to prove delivery confirmation was to a different address than yours. Make sure you tell eBay it was a False tracking number scam.

OP2 weeks agohit a road block. Called UPS, they told me this tracking is not tied to my name and address, but push me around saying cannot give a written statement confirm that via email unless EBAY contact them..... Any advice to handle that? Thanks

If you cannot get documentation, or if that does not work:
Since false tracking allows a scam seller to win an "item not received" case, the next step would be to file a "not as described" return on eBay and be prepared to return exactly what you received if the seller provides for return shipping, or ask eBay to step in after three business days if the seller does not refund you or provide return shipping.
You may have recourse through your payment method if you are unable to get satisfaction through eBay, though once you involve a payment method, eBay can no longer help with that transaction. Be sure you mention "false tracking" specifically, otherwise your provider may assume a simple missing or stolen package and defer to eBay's ruling based on the tracking showing delivery.
In the future, stick to experienced sellers with a long and demonstrated history and avoid new or unproven sellers, or sellers that show warning signs of being drop-shippers or potential scammers: drastic changes in selling behavior or offering deals that are "too good to be true", or shipping heavy items that are unlikely to be profitably shipped via retail shipping.

OP2 weeks agoThanks for your advice. Because i didn't get anything, the "package" is a small box from ups photo of drop off, definitely not a AC, at some unknown house. If I choose "not as described", how i proceed that. Current ebay procedure gives a perfect loophole for fase tracking scam. I will contact ebay to see how it goes. Very appreciate your advice

Mentor2 weeks agoI have seen folks recommend that if the seller provides a prepaid return label (doubtful) then print out the false tracking, put in a box, put the label on the box and ship it back to the seller. Then ask eBay to step in at the earliest opportunity.
If the seller does not provide a prepaid return label, ask eBay to step in directly after three business days.

OP2 weeks agoThanks. I made phone call to ebay(human), told all the situation. The rep. Sound nice, promissed to open a case to investigate. Becaued i contacted ups 2 days ago, they started investigation too. The ebay-ups track page showed the ups is under investigation. Fingers crossed. Thanks for your advive.
