Bought a product and seller does not accept returns

I bought a product and all of it is not there, and the post office says I need to pay $527 to pick it up. This was not part of the deal. The seller does not accept returns. How do I get a refund?

Refusal to accept a delivery due to postage due is one of the only allowed refusal exceptions in eBay's money back guarantee. You should be able to refuse, then file an "item not received" case after the last estimated delivery date, then ask eBay to step in and force a refund.
