Bogus sale
I recently "bought" a rugby shirt on ebay from ebay nama: likeyfollowy - I paid for it via paypal. Shortly after payment was received, the Seller texted me to say that the item "was not the size I wanted and would I like to cancel or refund" I immediately said "refund" . The seller claimed that they spoke with Ebay, who demanded a credit card and $200 deposit in order to facilitate the refund. The Seller refused. Since then the Seller has stalled in facilitating any return of my money and has managed to get my scathing review of the transaction removed and his pathetic efforts to remedy the situation removed (15-10941-43946) . I quickly escalated a dispute with Ebay and with Paypal - I think the Seller is a scammer. Long story short - Paypal wont refund the money to me, and Ebay says that "because I filed a dispute with paypal that they have closed the case" yet I am still out the money. The Seller is not incommunicado with me and I feel taken. I've opened a fraud dispute with my credit card company who will hopefully reimburse me the money, but what else can I do? There is enough texting proof between me and the Seller to show the whole story as I have claimed, but I have nowhere to turn-to, or do I? Please help. I'm out $240. Thanks,

It sounds like the seller may have had a hold on the funds already and probably thought they had to pay out to refund you before those funds were available. I'm not sure.
Sometimes sellers get that messed up when looking at the payment page and think they are on the hook for the return.
That probably started this problem. And now its escalated. Since you have filed with PayPal, you are now at the mercy of them and their resolution with eBay. eBay usually will opt out of helping once a "chargeback" is initiated. Hopefully it will be resolved in your favor.
You can try to reach out to eBay's team on facebook for assistance:

But again, since this has escalated to a chargeback, the help they can provide may be limited.
