Blocking Bidders & Buyers is broken
I have selected to block bidders/buyers from areas I do not ship to, but the high bidder is in Germany (where I don't ship to). Then they requested to cancel the order . Who do I contact to investigate if blocking bidders/buyers from areas is broken or if the bidder was shady and probably used a US address to make the bid.?

Mentor1 month ago@g8827 YOU are not shipping internationally, eBay is. You are enrolled in the eBay International Shipping Program which allows you to reach buyers around the world with ZERO risk to you.
You just ship to the US forwarding center in Illinois, the address will be on the label when you print it with a code that ties the sale to you and the buyer.
Once the item reaches the US forwarding location safely your job as a seller is done. If a buyer files a refund request for ANY reason the refund comes from eBay and you keep the sale. I wish that eBay had this awesome of seller protections for domestic sales!

Mentor1 month agoMany International users will use a freight forwarder in the USA to ship their purchases to which is totally allowed by eBay. You are only responsible for the item until it reaches the freight forwarder.
