Blocking a bidder

Question

I had a relatively expensive item being offered as an auction. A bidder twice at critical times in the one-week auction cancelled his bid; which in both cases was the current high bid. The second time he did this with 15 hours left on the auction. I want to ban this person from ever bidding on an item of mine in the future. But am having problems finding the necessary place to do that. Any help appreciated.
