Blocked users
When accepting an offer from a buyer: pop up says user is blocked must resolve outstanding complaints before proceeding. I don't have any known issues, would that be the buyer?

Sounds like the buyer is blocked because either you placed that buyer on your blocked buyer list (in which case you would not want to do business with this buyer) or the buyer is blocked by one of your buyer requirements.
