You need to find another seller. Sellers can block any buyer for any reason or no reason at all. Neutral or negative feedback, returns, or other issues are good reasons to block.
A seller can add any user to his/her Block Bidder/Buyer List for ANY reason and is not required to disclose the reason to the user nor to eBay. All that matters is that the seller would rather forego any sales to that user than have to deal with him/her.
Leaving less than a postive feedback for a seller is a very good reason for him/her to block the buyer.

If you gave the seller a neutral, why are you surprised that he does not want to do more business with you?
