    Why is someone I blocked months ago still putting bids in again under the same name that is blocked (sincamp57)

    Did you check your blocked list to see if the ID is there?  When you put someone on your blocked list, you want to go back and make sure it stuck - a misplaced comma or space can cause the addition to not take.
