I think I have been blocked by a trader, he does not let me buy from him, and there is a note that says that the seller does not accept any kind of offers from my account, what can I do?

Ebay allows Sellers to block anyone for any reason. Sometimes Sellers block Buyers who have a history of not paying. Or who ask too many questions about the listing. There is no way to know why this Seller has blocked you.
Ebay cannot force a Seller to allow messages from a specific Buyer.
Unfortunately, you will need to find a different Seller.
