**bleep** off by Ebay's "Guarantee" - they aren't Amazon
I ordered a headlamp - I have informed delivery so I know when a package or letter is coming to my apartment. The tracking says it was delivered in/at my mailbox. It's a small item so it should have been put in my mailbox. Regardless, the item didn't arrive. I told Ebay and they said that it did arrive according to the tracking. I have informed delivery. I receive a picture of every piece of mail I'm going to receive. Maybe the mailman stole it. Ebay owes me 42$. They have AI answer the phone and it's too stupid to actually help you. I'm annoyed.

Sorry this happened to you. I can empathize having gone through the same scenario. Not Ebay's fault.
You will need to provide the tracking number to your local post office so they can do research. You will need to get documentation in writing that the package matching that tracking # was not addressed to YOUR address. Once you have that documentation, you will need to provide that to Ebay to appeal your Refund Request.
(I did all of that and received my refund since the tracking # did not match my address)
