A buyer cannot cancel a transaction. Period. The time to change your mind or fix a mistake you made is before you bid/make offer/or buy (or commit to buy) at the Buy It Now price. Once you have committed to buy the item you are COMMITTED.

A buyer can only REQUEST the seller to cancel the transaction. During the first hour s/he can make a formal request which the seller has 3 days to accept or decline. If the seller takes no action and the buyer has already paid nothing happens. The seller can ship the item and the buyer is limited to his/her rights under the seller's return policy or the Money Back Guarantee (if the item does not arrive or it is Significantly Not As Described). Only if the seller has not responded during the 3 days AND the buyer has not yet paid is the transaction actually cancelled without the seller agreeing to it or doing it. After the hour you can only send a message to the seller asking him/her to cancel, which s/he is under ABSOLUTELY no obligation to do nor to respond in any way.

What is wrong is that too many buyers think they have the right to change their minds with no consequences. (Too many sellers also have self-centered misconceptions.)
