I sent this message directly to EBay and I received a response stating that they donâ€™t accept direct emails, and suggested this forum. Hopefully someone from EBay will see it, or I can get some helpful feedback:

I have tried and tried to pay this small bill so many times on line, but it will not go thru. I have called several times and talked to your customer support, telling them I am having a hard time paying this bill online and if I can pay over the phone. I have been told it will go to tech support, but still unable to either pay online nor on the phone. What do you want me to do? The bill is extremely small. If you want me to mail you a checkâ€¦I will, but tell me what you want me to do. This is beyond just a simple problem.

https://ppcapp.ebay.com/myppc/wallet/list Add a credit card. Select preferred for selling costs.
