Mentor1 year agoWhere are you seeing the terms Bill User payment? To me, that means to send a bill to the user's payment method, which makes no sense at all. Buyers go to ebay Checkout to make payment. However, if the buyer places a bid or makes a Best Offer, and the seller is opted into auto-pay, the buyer will have to specify a payment method that will be charged if the buyer is the winner of the item or the Best Offer is accepted.
