I just logged into my account and under Bids & Offers, it said that I had “1 offer to reviewâ€. however I haven’t put any offers on anything. Should I be concerned?

Isn't that an offer being made to you by a seller?
They can send out offers to anonymous buyers watching their items.

OP9 months agoThank you. I inquired with the seller and they replied saying that eBay sends them out automatically to people who looked at the item. Thanks again. I appreciate the response.

It's not quite "eBay" that sends them out - the seller decides what offers to send out and when.
You can turn those off at anytime if they get to be too much, from your Communications Preferences under Buyer>Buying activity
