If it is in a category where you are only allowed 3 offers per listing,* then you can't make another on that item until it is relisted (e.g. if it is an auction listing, not auto-renewed as it is for fixed-price listings; but motor vehicle listings may have different rules). As long as it is the same listing with the same item number you can't make another once you have used up your limit.
*3 in some categories, 5 in some others; "on eBay Motors" can mean vehicle categories or parts and accessories (Help page on offers says "3 on most items and 5 in most vehicles categories" ).
Bids and offers are two very different things on eBay. You can make any number of bids on an auction item. However, you can only make a few offers on an item. Once you have made the maximum number of offers you will not be able to make anymore.

You can make up to 5 offers on an item and there is no time limit .
