No. Set your Starting Price at your TRUE minimum you are willing and able to sell the item for (don't forget to figure in fees on price plus s/h plus sales tax and any other expenses and a buffer for returns and losses in transit). Then you are protected against having to sell it lower than you can afford without having to pay the high fee for a Reserve Price.
Note that they can make a "Best Offer" for as little as $0.99 but that does not affect the auction price and only applies if you accept it (manually or setting an auto-accept).
