Bidding on something that was relisted but 1st time I was 2nd winning bidder

While I'm bidding once again on an item that is being relisted when I put my bid in it has me outbid by someone who has never bid with a 0 purchase history.

If you bid your TRUE maximum, you wait until the end of the auction to see if you remain outbid (it is not safe to move because you were outbid since the higher bid might be cancelled--e.g. because the seller has similar suspicions that you have--anytime before the auction ends making you the winner at the end and obligated to pay). Then you move on (or pay if you win).

If you didn't bid your TRUE maximum you can rebid, but why didn't you bid it in the first place?

Just a new bidder. Bid again. Highest bidder wins no matter when the bid is placed.
