I can’t place any bids or make offers. I have bought several items in the last 2 weeks and I was able to bid or make offers and now all of sudden I can’t anymore. What do I do

Are you getting a message on your screen when you try to purchase or bid on something? If so, exactly what does that message say?
I suspect you have too many non payment strikes on your account, but I'd need to know if you get a message on your screen when you try to buy first.
