Question

Item sold at auction at starting bid. One bidder bid starting price then bid again but price didnâ€™t change. Could they have bid the second time some outrageous bid preventing others from bidding

No, they may had added a max bid but only the amount of their first bid at the starting price would be what is displayed for others to see. If someone else came along and bid then the winning amount would have gone up. I see the same thing a lot on my auctions. Nothing nefarious happened here.
