Where are you seeing this charge? What is it for?
If an unauthorized transaction appears in your eBay account, change your eBay password and examine your account details closely for other changes, then contact eBay here:

If the charge only appears on a credit card statement but not in any of your eBay accounts, contact your card issuer directly for more information or to dispute the charge and get a new card number issued.
