In the case of a tie, it is the earlier bid that wins. If you bid in round numbers, even dollar or cents amounts Ex: $5.00 or $5.50 you would have won had you bid a few odd cents to your bid. Ex: $5.07 or $5.51. Yes you can win an auction by as little than a penny more than an earlier bid.
I'm surprised that someone who has been an ebay member for almost 18 years doesn't know those things.
Tip: don’t bid in even dollar amounts. Add some cents to your bid. Did you know, had you added just one more penny to your bid, you would have been the winner?
