Bidder asking to cancel bid
I have an item up for bid. The high bidder has asked to cancel because they are NEW and didn’t understand the bidding process. They have 0 rating. There are only 2 bidders. My question is, if I cancel their latest did, will it cancel all their bids and then bringing the other buyer down to their lowest bid?

It may depend on how much time is left in the auction.

When you cancel a bid, all bids by that bidder are removed, and the price goes down to one increment over other's bids..
You can tell your bidder to search online for "How do I retract a bid, ebay buying" if the bidder retracts their bid, it too will recalculate the price only to the last price bid by the other bidder.
