bid protocal
An item I bid on and lost to another buyer is now back on the site for sale. The seller says that the winner did not pay - do I have right of refusal before the item goes public again?

No, you don't. The seller has an option to send you a second chance offer, but he may prefer to relist (or not to sell at all).
