Beware of bidder cooperwoo0 - Violated eBay policy - cancelled bids
eBay allowed cooperwoo0 to cancel bids claiming wrong bid amount. They did this 2 days before my items are to close. See screenshot below as evidence of eBay policy violation. People like this and eBay not following their own policies is getting very frustrating for long-time seller like myself.

You are correct that bid retraction without immediate bid correction is not allowed . . . but some bidders do it anyway. Some do it profligately. This is one of the rules that is more frequently ignored or broken than observed.

Actually, they retracted their bid and did not replace it. Go to that Buyer's Feedback history and click the Buyer feedback tab then look over on the right to see the number of bid retractions in the last 12 months. I had one last week who had 560 Bid retractions in 12 months. THAT is abusing eBay policy. I messaged them explaining that what they are doing is an eBay Policy violation and then added them to my blocked list.
Sadly, eBay to my knowledge has not good way to report and restrict or suspend Buyers like that.
