BEWARE - Garbage 250th Anniversary Hats - DON’T BUY
There are at least 2 listings and many more that are selling the subject hats. I tried 2 - sellers lacassa7556 and muhamm_9502. Lacassa sold hat to me that was an iron on about 2/3 the size of the one pictured in the listing and applied crooked. It will peel. It came in a clear plastic bag inside a white plastic shipping bag. It arrived crushed and nothing like the quality formed one with stitching pictured. It had a hole on the front. The delivery guy did not mark the product delivered which served to prevent a return request. It appears I need to wait to file it after the last delivery date or file not received. No response from eBay. It ships via JFK airport so unlikely US based shipping. My feedback went missing. If eBay doesn’t want feedback too early, then don’t give the link. This hat arrived but eBay gives no way to indicate it did so early but feedback was an option.
The second seller sold a cheap quality hat too, but it was stitched though it was not like the one pictured. Poor quality. Not nearly as good. These hats are floppy close to the head fit. The ones pictured are sturdy firm hats with a more broad front and different material. I put in for a refund and eBay is gumming up the works. The return process has been altered and is not functioning like it should with a return QR and mail it at the post office and then the refund comes quick. It’s no man’s land with nothing to compel the seller to comply with eBay rules. Incidentally, this seller deleted all listings now.

Mentor4 months ago@betterbegood You can return an item that doesn't show delivered as long as you have received the item to mail back. You are trying to file a not received refund request case. A not received case can only filed when it's at least one day past the last estimated delivery date.
The eBay Money Back Guarantee over rules the sellers return policy. You have 30 days from the date of delivery to file a not as described return request for most categories AND 3 days for Trading Cards.
Here's what you need to do:
Open a return with the reason doesn't match description or photos.

Let me know if you need to return an item to another country as there are additional steps required. The seller pays return shipping for an item that is not as described no matter where they are located.

OP4 months agoThanks, but maybe I wasn’t clear - it doesn’t delivered, and I can’t indicate it arrived early, and so no return request is possible until maybe after the last possible delivery date as we both spelled out.
However, as I noted, if that date comes and no way to indicate delivery was made - then no delivery becomes the only online option - unless a return/refund request does turn up then. Does it?
I left feedback but it never showed up.
