Between paid and shipping seller changed to no returns accepted and asking for venmo payments

Question

I purchased this item for over $200. Paid the shipping listed then get messaged I need to pay another 20plus on venmo then asking for 7 for fees. Between date I purchased and shipping it they changed the item to NO returns accepted am I in for loosing over 250+$

Did you send money by venmo? Please never do that

Did the item arrive or not arrive?

If it arrived, is there a problem?
