Hopefully you are trying to figure this out BEFORE you list it for sale so you can have an accurate shipping cost on the listing.
Okay, if it were me AND the Length and Width dimensions are all acceptable to all carriers ( USPS, FedEx, UPS) here is what I would do. I would buy a sheet of very thin plywood and cut a piece that is 1 1/2" larger on all sides of the picture L x W. I would stop at an appliance store and ask if they have any styrofoam they are willing to part with, do this on a Monday as they normally have tons of it waiting to be picked up by the trash guys (yep, I've done this numerous times and it was all FREE). You want the large thin sheets for sure.
Next, you go to one of those Self Storage places that has an office and offers boxes for packing, I've seen some that have HUGE boxes, buy some of the large ones to form a custom size box around the painting (yep, I've done this kind of thing too LOL!).
So once you have all that stuff you can wrap the painting in bubblewrap and form the box around the plywood and use the styrofoam for the 1 1/2" gap around the four sides, this will also protect the picture frame while in transit. You can lay some thin sheets of styrofoam on top of the painting (the painting goes face DOWN by the way so the plywood protects it from punctures up through the bottom of the package).
The box only has to be higher then the picture by the thickness of a sheet of the thin styrofoam.
