Best offer accepted from buyer, buyer not paying
Almost all my best offers I've accepted recently, I've accepted what the seller offered, but they go into awaiting payment, then expired and not sold. There has been no communication from the buyer and it doesn't come up where I can leave a review. So isn't this still considered a contract, and if so, shouldn't we as sellers have the right to leave a review for nonpayment? I've called customer service on this and all they state is to ask for immediate payment. So as sellers we have to hold to policies set up, but buyers don't?

The way to report the buyers is by using the Non-Payment process.
After 96 hours, you can cancel the order as unpaid. The buyer will get a strike on their account and sellers can use the automatic block in your Buyer Requirements.
There is also a place in Buyer Requirements to require that buyers have a method of payment on file for Best Offers and Auctions that can automatically be charged.
All of this is explained with instructions here:

Also, it is a policy violation to leave "false positive" feedback for a buyer. Sellers have not been able to leave negatives for buyers since 2008.
