Buyers can not cancel orders - they can only ask the seller to cancel their order. If you have already shipped, you gently say no.
If a buyer asks you to cancel before you have shipped, you should be gracious and cancel for them - no good ever comes from trying to force a buyer to take an item if they have second thoughts.
