There is no balance requirement to sell, but you do need a way to pay selling costs that might come up. These can be paid with a credit card if you choose that as your preferred payment method.
Selling costs could include listing upgrade fees, like a reserve price on an auction, or it could be refunding a buyer. eBay requires you to fund a refund before they release the buyer’s payment to you.
