Bait & Switch and no QR code available to return.
The return was initiated but:
I am on the last day to return, and
No QR code is shown in the app, and
When I try to return manually, the seller's address is a UPS Store.
What can I do?

Sellers can use PO Boxes, or private mailboxes at UPS stores for their address for returns.
If the seller is responsible for the return shipping, go to your return and use the ‘ask us to step in’ option.
If you are to pay for the return shipping label, and the UPS store box address was provided through your return, then you should use it.
If the seller sent you this address in a message, he should send it through the return so that it is documented.

That is one of the issues--the option to ask them to step in is missing.
But I found a workaround.
I was able to go back to the computer that I started the return on and load a cached version of the web page, which displayed the QR code for me.
Basically, I got lucky. Because I was at the mercy of eBay software (in the app and website) which was not cooperating: no QR code or address, yet it was telling me to ship the item else I risk not getting a refund. This is a very poor experience compared to Amazon for example, which always shows the code when you return to the page. I wasted a half an hour at FedEx with my package ready to go yet looking like an idiot not being able to pull up the code. I went home with my package in complete frustration, until stumbling upon a way forward the following day, as explained above. I then screenshotted the code and sent it to my phone.
Anyway, it looks like I'll be okay, but I'll update this if not.
