ebay often adds Best Offer to a listing, unbeknownst to the seller. I'm guessing that is why the seller declined your offer. However, once you purchased the item at full price, I'm surprised the seller cancelled the purchase. Perhaps the seller felt there might be problems down the line since you initially offered a lesser price. Find another seller.
