Bad Ebay accounts bidding and buying

I have been experiencing a lot of bad accounts that are not up to date but old accounts trying to purchase or have purchased and am having to refund after they purchase. Ebay is not keeping up with these accounts and eliminating them from ebay which is causing sellers quite a bit of hassle and hardship. I have spent countless hours trying to deal with this with live ebay operators over the past two weeks now. When I look to see if ebay has eliminated thises accounts from ebay, they have not, instead they are leaving them in the system to continue. How are the rest of you dealing with this?
