Automatic payment taken from bank card

A pair of Marks and Spencer's short black boots size 5.5 (I think the prices was £32.) I offered £28.50. I didn't hear anything about whether the offer had been accepted or not. After three days I purchased another pair of boots only to find that that the money had been taken out of my account for the ORIGINAL purchase. So I contacted the seller of that item and said that I hadn't heard back from him/her as to whether my offer was accepted and that I had purchased another pair which had already been posted. (I didn't make on offer on THIS purchase.) So as I hadn't actually purchased the Marks and Spencer boots, I demanded an immediate refund and was told that, although the item was packaged, labelled and stated that it was in the post, it actually wasn't and so I got my refund with a message saying that this was now the policy of eBay, that if an offer was made, the seller doesn't need to communicate with the buyer but is able to just go ahead to complete the transaction . . . . and now it has just happened again with a blouse (which apparently is in the post) with a message that the money has been automatically taken out of my account. Can someone tell me why this is happening, and how do I find out if an offer has been accepted and how do I stop eBay taking money out of my account?

This is volunteer help on eBay.com in the US. The UK site likes to send us visitors.
Sellers can set up their listings to require immediate payment when an offer is accepted on the US site. I am not sure if this is automatically added to all UK sellers listings by eBay or handled by the seller like on the US site.
I recommend talking to fellow UK buyers on the UK community and see what the policy changes are>
