Each time you make an offer or bid that requires pre-authorization you are given the option to change your payment and shipping options.* You can change your default payment settings at My eBay: Account: Payments and your default (primary) shipping address at My eBay: Account: Addresses
If you use PayPal to pay you can set the default funding source for that at paypal.com: Settings (gear icon at top right to the left of Log Out): Payments: Automatic Payments and in Automatic Payments scroll the list in the left column (hitting More Payments at the bottom) until you get to eBay, click eBay, and make your choices in the panel on the right.
*On the bid/offer confirmation screen. NOT after you have submitted the bid/offer.

Mentor2 years agoSellers control whether a valid payment method is required for bids or offers on those sellers' items.
eBay controls whether each buyer account is subject to those requirements.
Buyers have no direct control over that requirement when making bids or offers for those sellers' items.
