Automated chat won’t let me even start a new one.
 
Having some issues with an order so I went to do automated chat, and can’t even get past this. I’ve tried everything and have even reported it over the phone to eBay and nothing has helped. Has this happened to anyone else? this last message was from September 20th.

If you are unable to get a call back, that may be for several reasons; a location outside of North America, VOIP phone, and call blockers (personal or that of a service provider) are often issues.
