Auto Payment after winning an auction
When did the auto payment after winning an auction start?
Is there a way to turn that off?
Thank You.

Buyers cannot turn it off. It is an option that sellers can choose as a buyer requirement.
If the seller has their buyer requirements set to "Require buyers to provide a payment method before they place a bid/offer" you would have seen this message on the "place bid" screen:
"By selecting Place bid, you authorize eBay to bid up to your max bid and, if you win, charge your bid amount and related costs to your account."

Mentor11 months agoThis is a seller setting and only the seller can turn it off. To many auctions were becoming non paying so eBay had to do something to help sellers. Although it has been around for over a year eBay turned the option on for all sellers earlier this year. The seller may or may not know the options was turned on for them so all you can do is ask the seller to turn off the auto pay option. Sellers are not required to comply with this request.
