Mentor1 year agoThe seller controls whether a payment method is required to place a bid or make an offer -- the setting is in the seller's Buyer Requirements.

eBay has been experimenting with allowing auction winners up to one hour (or possibly more) to combine auction payments or choose another payment method; if the buyer takes no action, the automatic payment is made when time runs out.
