Automatic payments started last year. Ebay implemented the "Automatic payments" in order to reduce the number of non-paying buyers.
Buyer's cannot turn off automatic payments.
A seller can go to their buyer requirements and uncheck "Require buyers to provide a payment method before they place a bid/offer"
