Turn off automatic payments (for sellers):
Go to the buyer management page:
https://www.ebay.com/bmgt/buyerrequirements
Scroll down to the very bottom and UNCHECK "Require buyers to provide a payment method before they place a bid." AND "Require buyers to provide a payment method before they make an offer"
