I'm a Hong Kong based seller listing on eBay.com and none of my listings are showing the Authenticity Guarantee checkmark, even though they appear to meet all the published requirements.
Examples from my active listings:
Prada shoulder bag, $1,299, Pre-Owned, listed under Women's Bags & Handbags, Brand item specific set to Prada
Chanel flap bag, $1,980, Pre-Owned, same category, Brand set to Chanel

check the item locations
The Prada bag is listed as located in: Titusville, NJ, Hong Kong
The Channel bag is listed as located in: hong kong, Hong Kong
The location maybe should be Hong Kong, China? I think eBay is uncertain of the item location.
