Are all shoe's Authenticated before arrival? even from overseas purchases, Puerto Rico specifically? And if they aren't Authentic can you get refunded?

To be eligible, sneakers must be sold on eBay.com by a seller located in the US, to a buyer with a US shipping address (including Puerto Rico). Sneakers shipped to Canadian or Australian addresses will also be eligible, if the listing is final sale.
Other protectorates are not included.
Currently, authenticated sneakers cannot be shipped to any other locations, including unincorporated territories (incl. Guam, Virgin Islands, North Mariana Islands, American Samoa and Palau) and U.S. Armed Forces bases.
