Is it common to be told on the phone by an ebay employee that you have no restrictions on your account ? Because I was restricted from bidding on certain auctions. I understand their reasoning, but I explained to them that I lost my debit card. For 2 days i couldn't pay out or accept payment. I explained it to the person on the phone whose name I still have , and she said , no , there's no restrictions

What makes you think your account is blocked? What happens when you try to place a bid?
Restrictions eBay places on your account are not the only kinds of restrictions there are.
Customer service would probably not be able to simply look at your account and tell you if a particular seller has your username added to a blocked buyer list, or if a seller has strict buyer requirements that you do not meet.
