I did find a section about 2nd chances. The next bidder was only $2 lower so that seems to be a great option, but what if that person doesn't want it and the next one declines and so on. Is the original winner liable for the difference? I do have the option to decline her request, but i can only imagine what would happen to the cups and saucers "during shipping#. Plus her profile says Korea and im only a usa shipper. Can i blocker from all of my auctions?

No your original bidder is not responsible for what you describe above. You just need to cancel the transaction and move on. You can issue the second chance offers, which is likely your best move. Or you can relist the item. Your choice.
