I won the auction, but I do not want to buy the item. After winning the auction appeared a bad rating of the seller. I am afraid that the requested product does not arrive to me. It will be received by a family member.

If you don't want to pay for your auction win, you should not have placed a bid.
If you do not pay, Ebay will be notified. Two or more unpaid items in 12 months will result in being blocked by most sellers.
If you pay for the item and it does not arrive, you can use Ebay's Money Back Guarantee to file a Refund Request.
