I recently bid on a wig, I won the bid And she did not have a reserve down there at the time after I won the bid and paid for the item. She said that she was going to refund my money to me because she forgot to put the reserve amount up. I don’t feel like this is my problem. I feel like I should still get the merchandise Just because she forgot to do it. That is not my fault. How do y’all feel

Ebay cannot force the seller to sell & ship to you.
Ebay will assess a defect on the seller's account for cancelling the transaction.
You can also report the seller:
https://www.ebay.com/help/action?topicid=4022
Select "The seller has violated one of eBay’s policies"
Then "Seller doesn’t want to complete the sale"
