I owe eBay a few hundred dollars after an unexpected return, so eBay withheld proceeds from three recent sales to cover the balance. But instead of using the separate shipping funds paid by buyers, eBay charged my bank account for shipping labels. Now the account is empty and they refuse to use the shipping money to buy labels, demanding I add another card. The shipping money isn’t mine to use, so I’m not refusing to pay. I just cant . As a result I have to cancel a $200 sale because they won’t cover a $14 label. They’re holding customer funds for shipping and preventing me from fulfilling orders, which makes selling through eBay pointless.

Actually, Sellers need to have a backup payment method on their account to cover Fees, Returns, Labels, Transaction holds, etc. when their Available funds are not sufficient to cover those costs. That can be set up on this page in the Selling costs section. Seller Hub | Your financial summary | eBay
While rare on my account I have had to rely on my backup payment method (a credit card in my case) to cover my Store subscription or a refund on a return if those occur just after I have received my Weekly Payout and my Available funds are insufficient.
