Are Sellers Ultimately Charged for Refunds?

Question

I won a dispute with my credit card company with eBay which had to be done via mail & took about 3 months. Because I waited patiently for the seller in Egypt to send me a replacement for the postcard that never arrived. The refund was for about $45. Does eBay make sure to collect the funds for a refund like this from the Seller? I want to be sure the seller himself ultimately had to pay the refund amount.

@ethelmisty . Yes the seller pays the refund and a $20 chargeback fee too..
