The seller was being hard-nosed by refusing to cancel your transaction, but they weren't obligated to cancel at your request. Going forward, you're sure to be a lot more mindful of the shipping cost before you bid. Good luck!

This is a member to member forum. Responders here are volunteers, not eBay employees, and we do not have the authority to modify other members' accounts.
If you have only one nonpaying buyer Strike, your account has no restrictions because of it. The least number of Strikes that will cause restrictions is two. Maybe it seems that your account is restricted because your name was put on that seller's Blocked Buyer List.
