Appeal denied
A seller shipped an item to an address that DOES NOT match the address I provided. In fact, they completely left out my specific street and unit number. For example...
Seller put: "City, State, Zip"
My address on my account is: "123 Front St. Unit 123, City, State, Zip"
I requested a refund and then appealed and it was denied twice. I even provided the tracking information that PLAINLY shows the example I just gave above and it was still denied. What does one do as a buyer in this situation?
Is ebay just a hot bed for scammers now? What does one do in this situation as it was a lot of money I spent on this particular item.

Try disputing the payment with the payment source (credit card, paypal)
Hopefully they will help you with this.
